Matt Latos - SP - Padres Padres signed RHP Matt Latos, a 2006 11th-round pick. On the last day to sign draft-and-follows, the Padres inked probably the biggest name out there. Latos was reportedly asking for a $3.35 million bonus to forgo the draft. There's no way the Padres gave him that much, but they might have surrendered first-round money to finalize the deal. The 19-year-old Latos, a 6-foot-5 right-hander with a very good fastball, was projected as a late-first or supplemental first-round pick. (USA Today)

I thought players signed in 2007 weren't eligible to be signed, they must go in our off-season draft. I remember 2006 signees Hochevar and Saito were put in the draft. Can we get a rules clarification, thanks.

Just to be clear - I am not disputing the signing or questioning the validity of it, and have no problems with it.
I just want to understand this league's rules regarding: a) drafted players signed the same year they are drafted (which I understand - in our draft). b) drafted players signed the calender year after they are drafted (Matt Latos). c) drafted players which do not sign and the re-enter the MLB draft (which I understand - Hochevar - goes into our draft). d) international signings (Saito) which I thought were eligible for our draft the same calender year they signed and not eligible for free agent signing. If I remember correctly, Saito was signed by a team last year, but then drafted in our off-season draft and awarded to the drafting team. So my question is, how is Saito different from Latos? Just curious.
Again - I just want clarification on this league's rules. Thanks, Kelly SFG

In regard to Latos please note the following two items: This is the last "draft and follow" group for the foreseeable future as the new collective bargaining agreement has done away with it for, at least, the next four years. The IYFBL has always allowed GMs to draft any player eligible to be drafted by the MLB. The risk is on the GM as to whether or not that player signs. An example is: 6-Scherzer Max Ari Max just signed. To wit: According to the Arizona Republic, the Diamondbacks have agreed to terms with 2006 1st round pick, Max Scherzer. The deal is believed to be a major-league deal worth at least $4 million. The negotiations went down to the wire, but nevertheless, Scherzer is going to Arizona. This certainly impacts the way things may shake out next week. (Baseball Daily Digest) I did not think Max would sign and had what I considered to be reliable information that he and Boras were sure to re-enter the draft so I (unfortunately) let him go in another league a few weeks ago! d**nit ...

From the IYFBL Rules:
"New Player Draft
Each year there will be a New Player Draft for players drafted and signed in the MLB June draft and international players signed after the start of the season. Any international player signed prior to the start of the season is subject to the previous year's draft. If the draft is completed, the player is a free agent upon signing a contract. Draft pick trading is allowed but no picks can be traded prior to completion of the regular season for that year when the draft order is set.
If a player chosen by an IYFBL team that was drafted in the MLB free agent draft does not sign a professional contract prior to the next MLB draft, the rights to the player are lost by the IYFBL team and the player is subject to the next year's IYFBL draft. If an international player drafted in the IYFBL draft has not signed a professional contract prior to the start of the season the team will lose the rights to the player and the player will be subject to the next year's IYFBL draft. Japanese and Korean players do NOT have to be posted to be drafted in the IYFBL draft, however, they must be posted and SIGNED prior to the start of the season or the team loses the rights to them and the player is subject to the next IYFBL draft."
If Latos was drafted in the 06 draft he became a free agent by the rules when he signed his contract and therefore eligible to be signed by Tampa. He would have gone into next year's draft if he had not signed prior to this year's MLB draft.
This signing is valid.

Hochevar did not sign before the next year's draft which put him in this year's draft.
The application in terms of Saito should have been:
"Any international player signed prior to the start of the season is subject to the previous year's draft. "
I don't remember whether it was applied that way or not. I believe this clause came into effect because of this case, but I could be wrong.
